Entweder fehlt in Deiner /etc/network/interfaces die Definition des
"lo"-Interfaces, oder es fehlt die "auto lo"#-Zeile, durch die es
automatisch beim Systemstart hochgefahren wird:

auto lo
iface lo inet loopback
