Das ist ein ganz anderes problem - Dein tastaturlayout ist ok - Deine
umlaute gehen nicht auf der shell/console ...

/etc/inputrc

# Be 8 bit clean.
set input-meta on
set output-meta on

Und ggfs musst du die entsprechenden locales generieren 


dpkg-reconfigure locales

und mind. de_DE oder besser noch de_DE at euro anwaehlen.
